Mark Dobbin

President

Founder and President Mark Dobbin began his career as a carpenter in his native Ireland. He made his way to New York in 1999 and began working for the renowned residential contracting firm, SMI Construction, where he spent over a decade under the mentorship of respected industry veteran, Steve Mark.

In 2010, Mark established Highline Construction Group, and has spent the years since building for some of Manhattan’s most celebrated architects and designers—as well as its most discerning homeowners.

A comprehensive knowledge of craftsmanship, hands-on management and deep commitment to service have propelled Mark and his steadfast team at Highline to the very top of the luxury residential construction market.

Breandán Timothy

Vice President

Breandán emigrated to New York from Ireland in 2001. With a BS in Quantity Surveying, he took a position at a high-end residential construction firm where he ran the estimating department for over a decade. In 2012, he joined Highline Construction Group as Chief Estimator, initially managing all contracts and estimates, and overseeing the firm’s robust subcontractor base.

As Vice President, Breandán is responsible for setting all of our projects up for financial and operational success by managing highly efficient estimating, subcontract and buyout processes. His deep industry experience and dedication to detail contributes immeasurably to Highline’s reputation for minimal change orders and its ability to meet tight schedules, delivering on time and on budget.

Eric McLaughlin

Executive Vice President

Eric has dedicated his entire career to the built environment, spanning development and high-end residential construction, developing market strategies, business optimization, and relationship-driven connections with clients, the design community, industry organizations, and key stakeholders.

As a key player on the Executive Leadership Team, Eric facilitates process improvements across all departments, creating value for clients and partners alike. His management style fosters meaningful relationships that strengthen Highline’s reputation in the industry. Within the industry’s broader community, Eric serves as a Board Member for Open House New York and co-founder of the real estate and design collective, Brick & Wonder.

Arpita Desai

Chief Operating Officer

Arpita has been with Highline for nearly a decade, overseeing some of our most complex builds. With an MS in Construction Management from NYU’s Polytechnic School of Engineering, she has brought a rigorous hands-on ability to manage multiple projects and meet tight schedules. In her prior role as Project Executive she set a high standard of excellence; mentoring and supervising all of our project managers. As COO, she will continue to enhance Highline’s deliverables.

Additionally, Arpita led the Highline Construction Group team on the renovation of the Fifth Avenue apartment by John B. Murray Architect which was chosen for the McKim, Mead, & White Award, 2025 presented by the Institute for Classical Architecture & Art (ICAA).

Dana Raines

Managing Director

Dana is an accomplished industry veteran with more than a decade and a half of experience in NYC’s luxury residential construction market. She spent six years overseeing Business Development and Marketing for Highline, adding supervision of HR and office operations to her role in the spring of 2024.

Prior to her construction experience, Dana worked at Christie’s auction house where she held roles in Business Development and Client Services. She is a graduate of the University of Pennsylvania, holds an MA in Modern Art Connoisseurship and the History of the Art Market, was a longstanding board member of the International Interior Design Association (IIDA), and currently sits on the board of The Alpha Workshops.

Jaime Scott

Chief Financial Officer

Jaime brings years of experience in construction accounting to her role as Highline’s CFO. She is a Certified Construction Industry Financial Professional and member of both the American Institute of Certified Public Accountants and New York State Society of CPAs. She graduated from Adelphi University with a Bachelor of Business Arts in Accounting and was previously a board member of the Women Builders Council and chair of the NYSSCPA Construction Committee.

Prior to her time at Highline, Jaime served as Vice President of Accounting and Finance for a Long Island Real Estate Developer and as CFO for a well-known HVAC company.

Scott Cohen

Project Executive

Scott is a senior construction professional with more than two decades of experience delivering complex, high-value residential projects across New York City. He studied Construction Management at New York University and spent a decade at a Manhattan-based design/build firm before serving as an Executive Director within a major real estate investment organization.

As Project Executive, he oversees multiple teams, leading full-gut renovations, penthouse builds, and exterior scopes. Scott is responsible for procurement, scheduling, trade coordination, and financial management. Known for his collaborative leadership style, he mentors senior and junior staff alike ensuring consistent coordination and accountability across the portfolio.

Will Corban

Director of Estimating

Will has worked at Highline for nearly a decade since graduating from Trinity College-Hartford with a BA in Urban Studies. The youngest member of our Executive Leadership Team, swiftly advancing from Junior Estimator to Director of Estimating, Will has become a proficient construction specialist and one of Highline’s most valuable players.

Understanding the importance of accuracy during the bid process, he is the pivot point for all communication with internal departments as well as with our expansive subcontractor base. In this role, Will reflects his in-depth understanding of project parameters, market trends, and company standards. His focus on education, team development, and standardizing processes has been instrumental to the continued growth of the company.

Amanda Walker-Saylor

Executive Service Manager

Amanda is a property management professional with over a decade of experience leading luxury residential operations and high-performing service teams in New York City. She holds both the Certified Manager of Community Associations (CMCA) and Accredited Management Specialist (AMS) designations.

Amanda served as General Manager at Rose Associates, overseeing day-to-day operations, maintenance, capital improvements, budgeting, and vendor management for amenity-rich residential properties. As Area Manager at Cushman & Wakefield, she managed multiple high-end properties and on-site teams. Her expertise in delivering white-glove service at scale, preventive maintenance, and high-volume request management supports Highline’s continued growth and refinement of its Service Department.
